Session of 2019 - 2020 Regular Session

MEMORANDUM

Posted: December 26, 2018 12:57 PM
From: Representative Harry Readshaw
To: All House members
Subject: Co-sponsorship: Notary Public CE Exemption

I plan to re-introduce legislation to amend Chapter 3 of Title 57 (Notaries Public) to provide licensed attorneys with an exemption to the continuing education requirement for notaries public.

Currently, a notary applicant must complete an exam and at least three hours of approved notary education. For reappointment, all notaries must complete continuing education, including licensed attorneys. An attorney’s education is far more extensive and the continuing legal education required for licensure is far more rigorous. Many attorneys hold a notary license in order to provide convenience to their clients and their practice. Exemptions are permitted in other states such as New York who exempts attorneys from the exam and continuing education requirement. My proposal will eliminate this unnecessary burden for licensed attorneys.

If you have any questions, or need any additional information, please contact Marlene Wilson at 717-787-4032 (6253) or mwilson@pahouse.net.

Thank you.
