Curtis, a Representative from Philadelphia County; born, April 11, 1948 in Philadelphia, Philadelphia County, Pa.; graduated, Edison High School, 1966; B.S., education, Temple University, 1976; attended, graduate classes, Temple University, 1977; J.D., Antioch School of Law, 1980; lead teacher, Get Set Program; law clerk, United States Department of Health, Education and Welfare, Office of General Counsel, Civil Rights Division; instructor, Constitutional and property law (1978-1979); clerk, Commonwealth of Pennsylvania; member, 20th Ward Democratic Committee, 11th Division (1982); instructor, property law and civil practice, Antioch School of Law (1998); leader, 14th Ward Democratic Executive Committee; elected as a Democrat to the Pennsylvania House of Representatives for the 1989 term; reelected to the House to serve 14 more consecutive terms; appointed, Pennsylvania Commission on Crime and Delinquency (1991-1992); appointed, Select Committee on Information Security (2006); appointed, Speaker's Commission on Legislative Reform (2007); appointed, Select Committee on Minority, Women, and Disadvantaged Business Enterprise Inclusion (2009); appointed, Select Committee on Property Tax Reform (2012); not a candidate for reelection to the House (2018).
