Subject: Prohibiting State Contracts, Grants, and Tax Credits with Companies who do Business with Russia and Belarus
 
In order to continue to push back against the continued aggression of President Vladimir Putin of Russia and President Alexander Lukashenko of Belarus, I will be introducing legislation to prohibit all Russian and Belarusian connections within government investments, grants, and state tax credits.

This legislation will prevent companies from receiving state contracts, grants, or state tax credits if they:
  1. have any direct equity share with the Governments of Russia or Belarus;
  2. have any business operations that involve contracts with or the provision of goods or services to the Governments of Russia or Belarus;
  3. are either headquartered or have a principal place of business in Russia or Belarus; or
  4. support, assist, or facilitate the Governments of Russia or Belarus in their shared campaign to invade the sovereignty of Ukraine, either through in-kind support or for-profit.
