Subject:	Reforming the Legislative Reapportionment Commission

In the near future, I plan to introduce two Constitutional Amendments to reform the Legislative Reapportionment Commission. First, in the event that the four legislative leaders cannot agree on the chairperson, the Supreme Court may ONLY choose, at random, from the currently active senior judges on the two other appellate courts. Second, in an effort to stop the gerrymandering of state inmates from their places of incarceration to an arbitrary “last known address”, this constitutional amendment will prohibit the commission from adjusting the population data for the Commonwealth for any group quarters population.
