MEMORANDUM

Posted: August 12, 2020 12:45 PM
From: Senator Scott Martin
To: All Senate members
Subject: Property Tax Payment and Penalty Relief

In the near future, I will introduce legislation that will build upon my recent efforts to allow counties and municipal governments, as well as school districts, the option to provide needed relief to property taxpayers in the wake of the COVID-19 pandemic.

Recently, the General Assembly unanimously approved Act 15 and Act 75 of 2020, which provided the option to extend the property tax discount period and/or waive penalties for late payments through the end of 2020 for local governments and for the 2020-2021 school year.  This legislation would extend this option for another year.

While the relief measures in Act 15 and Act 75 are helpful in providing aid to many taxpayers across the Commonwealth, due to the timing of the pandemic, some entities were unable to take full advantage of these new options and plan their budgets accordingly. This legislation will grant continued flexibility for the near future and also considers for the need for advanced planning.

Please join me in co-sponsoring both pieces of legislation as we look to expand relief to property taxpayers during these unprecedented times.
