Subject: | Continuing support for the County Demolition Funding Program |
As you may be aware, Act 152 of 2016, which I sponsored, allows counties to enact a fee through the Recorder of Deeds office of up to $15 for each deed and mortgage recorded for a demolition program. It is county optional and the fee collected can only be used in that specific county. Act 152 also placed a ten year time limit on a county’s ability to collect the fee. In the near future, I plan to introduce legislation that will remove this time limit. Many counties across Pennsylvania continue facing a major problem dealing with blighted properties. Some of these properties are beyond repair and are in need of demolition. Act 152 was enacted so that counties would have a dedicated way of funding a demolition program, if they so choose. To date, 18 counties in Pennsylvania have enacted the fee, as you can see on the attached map. I want to ensure these counties, and any others that may adopt the fee, continue to have the ability to generate funding for demolition. I hope you will join me in sponsoring this legislation. |
