MEMORANDUM

Posted: February 9, 2022 02:07 PM
From: Representative Francis X. Ryan
To: All House members
Subject: William G. Carpenter Highway

It is my intention to introduce legislation that would name the portion of Pennsylvania Route 72 from the Lebanon County border with Lancaster County to the border of North Cornwall Township with Lebanon City, located in Cornwall Borough , Lebanon County, as the William G. Carpenter Highway.

I would like to honor William G. Carpenter for his service with the United States Army and his demonstrated commitment to his local community.

Mr. Carpenter, due to his distinguished military service, is a recipient of the Silver Star Medal, the Combat Infantryman Badge, the Good Conduct Medal and other service and campaign related metals: the National Defense Service Medal, the Vietnam Service Medal, the Vietnam Campaign Medal, the Purple Heart Award and an Overseas Service Bar.

The Silver Star Medal was presented to Mr. Carpenter due to his heroic actions on January 20, 1967. Moving through heavily vegetated terrain his unit made contact with a North Vietnamese force occupying fortified positions. While working to establish a base of fire to aid his squad’s movement, then Private First-Class Carpenter observed that a man had been wounded by enemy machine gun fire. Disregarding his own safety, then Private First-Class Carpenter moved forward in an attempt to remove the wounded man and was himself wounded twice. Nevertheless, he continued to advance in the face of enemy fire. Despite the fact that he received two more wounds as a result of enemy fire, he persisted in his movement until he reached his fellow soldier and removed him from the line of fire.

Mr. Carpenter was an active member within his community holding many different roles. He served as a Lebanon Country Commissioner for 24 years and member of the Cornwall Borough Council for 16 years. Mr. Carpenter was nominated as “Man of the Year” by Mt. Gretna Rotary in 1981 and was a recipient of the “Service to Mankind Award” by Hershey/Palmyra Sertoma in 2000. In 2002, Mr. Carpenter was nominated as a Torch Bearer at the International Olympic Games.
