Subject: Expansion of the Commonwealth Hospitality Industry Recovery Program (CHIRP)
 
In the near future, I plan to introduce legislation that will enable a greater number of Pennsylvania businesses to become eligible for the Hospitality Industry Recovery Program established under Act 1 of 2021.
 
Surely, all of you will attest the global health pandemic has had a significant impact on Pennsylvania businesses of all sizes. Over the past several months, we have worked in a bipartisan manner to provide the financial assistance and resources so desperately needed by our business community to allow them to resume or increase operations and get the hardworking residents of our communities back to work in a safe manner. One of these programs was the Hospitality Industry Recovery Program, which provides grants through a contracted Certified Economic Development Organizations or a Community Development Financial Institution to assist eligible applicants recover revenue losses and eligible operating expenses.
 
As the program gets under way, I believe it is imperative that we expand the eligibility requirements to an additional NAICS classification: amusement and recreation industries. This classification, primarily consisting of recreational sports centers, bowling centers and other amusement and recreation services, serve as cornerstones in our communities and, due to social distancing and other required safety measures, have been adversely impacted over the past several months by the ongoing global health pandemic. My legislation will simply extend an additional opportunity to these businesses by making their NAICS classification an eligible one for the purposes of the Hospitality Industry Recovery Program.
