Subject: | Re-Introduction of Telemarketer Registration Act - "Elder Abuse" (Prev. HB 271) |
In the near future, I will re-introduce legislation (previous HB 271) that will require the State Attorney General’s Office to notify the PA Department of Aging of any investigations and enforcement actions taken within the purview of the PA Telemarketer Registration Act when those investigations and enforcement actions involve a consumer who is 60 years of age or older. Under current law, the Attorney General is required to submit to the General Assembly an annual report detailing investigations and enforcement actions taken under the preceding Commonwealth fiscal year. The intent of my proposal is to ensure that those investigations and enforcement actions involving individuals 60 years of age and older are brought to the attention of the PA Department of Aging, so the Department can coordinate with the protective services professionals at the local area agencies on aging in order to identify and hopefully prevent potential patterns of financial exploitation, such as scams and sweepstakes fraud. The Attorney General’s Elder Abuse Unit, created in 2006, investigates and prosecutes those who cheat, deceive or abuse older Pennsylvanians. Statistically, senior citizens are vulnerable prime targets for many kinds of consumer fraud including identity theft, charities, telemarketing and sweepstakes fraud. Financial exploitation is the fastest growing category of “elder abuse” in the Commonwealth. Please join me in supporting this legislation that will provide greater protections against “elder abuse” for older Pennsylvanians.
