MEMORANDUM

To: All House members
Subject: Dual Enrollment for Home Education and Privately Tutored Students

In the near future, I plan to introduce legislation that will enable home education and privately tutored students to enroll in courses in public schools as well as vocational-technical education programs.

Currently, Section 502 of the Public School Code of 1949 allows students enrolled in nonpublic or private schools to participate in courses in the school district in which they reside. In 1988, home education was added as an educational option (section 1327 amended and 1327.1 added). Unfortunately, section 502 has not yet been updated to include these educational options. This legislation would broaden this section to include privately tutored students and students in a home education program, so they can have the same educational opportunities as students in nonpublic and private schools.

Please join me in expanding educational opportunities for Pennsylvania’s home education and privately tutored students.
