Subject: | Community and Economic Improvement Act legislation concerning Neighborhood Improvement Districts |
In the near future, I will introduce legislation amending the Community and Economic Improvement Act to improve the management of neighborhood improvement districts in Philadelphia. My bill clarifies to whom notice of hearings must be given and who has standing to object to the proposed neighborhood improvement district (NID), explains when a public hearing regarding changes to a plan is necessary, and changes the percentage of objections required to defeat the district from 51 percent to 1/3, which is consistent with the Municipality Authorities Act. Additionally, the bill requires that the financial audit and report be submitted to any municipal department designated by the NID ordinance. These proposed changes will eliminate ambiguities that have caused confusion, misinterpretation and unnecessary costs. |
