Subject: Keystone Job Training Tax Credit (Formerly H.B. 2139 of the 2011-2012 Legislative Session)
 
As of November 2012, Pennsylvania's unemployment rate was 7.8%. In order to stabilize our workforce and boost the economy, I am proposing that we provide greater incentives to employers across the state to create jobs and train individuals for occupations or trades. Small businesses thrive in this state and account for a significant share of the state's hiring and production. There are nearly one million small businesses in this Commonwealth and small firms make up over 98% of the state's employers. Because small businesses are vital to the health of Pennsylvania's economy, we must target incentives toward these businesses.

I plan to re-introduce legislation to amend the Tax Reform Code of 1971 to provide for tax credits as well as define the new employees to which priority should be given in an employer's application for tax credits. This bill would give priority to tax credit applications from employers for new employees who are defined as dislocated workers with other qualifying characteristics. This bill also would create the Keystone Job Training Tax Credit for which employers with fewer than 100 employees may apply. Through this act, employers would be eligible for a $1,500 tax credit for each new position created as long as training requirements and other criteria is met.

We ought to encourage hiring of dislocated workers and training of employees of new industries. Offering tax credits to small businesses will create new jobs and sustain the important role that these employers serve across the Commonwealth.
