| Subject: | Club Safekeeping Extension (formerly HB1886) |
| Clubs act as a facilitator of relationships and provide a space for individuals such as veterans to gather and enjoy each other’s company. Many clubs operate with a club liquor license which permits them to sell alcohol to their membership. However, most clubs do not operate at the capacity that restaurants do. When liquor licensees are unable to sell alcohol for fifteen consecutive days, they are required to put their license in safekeeping which allows them to maintain the license without having to be used. There are several reasons why a licensee may choose to do this such as renovation, flood, fire, or most recently inability to gather because of the COVID 19 Pandemic. Unlike most other liquor licenses, club licenses are only permitted to remain in safekeeping for one year, plus an additional year for an added fee. If the club licensee should need to exceed this time frame there are no other options to renew their license and face the risk of revocation. As such, my legislation would allow club licensees the same opportunity as restaurants and will allow a club license to remain in safekeeping for up to two years, and subsequent years for an additional fee. This will provide clubs a longer timeframe for repairs, renovations, etc. to maintain their license while work is being completed.
