Subject: | Banning the use of unmanned aerial vehicles (drones) over critical infrastructure in Pennsylvania |
During a Senate Majority Policy Committee public hearing on March 15, 2016, several organizations raised a variety of public safety concerns regarding the use of UAVs (drones). In the near future, we will introduce legislation to place penalties on UAV operators who fly drones over critical facilities without consent throughout the Commonwealth. Our legislation would specifically prohibit the flying of UAVs over critical infrastructure in an effort to gather evidence, collect information, conduct surveillance, or photograph or electronically record the facility without proper consent. Our legislation defines critical facilities as corrections facilities, power generation facilities, public safety or emergency operations facilities, military installations, hospitals, government-owned property, airports and heliports, refineries, chemical plants and nuclear power plants. |
