Subject: | Customer Convenience When Purchasing Spirits and Wine |
In the near future, I will be introducing legislation to further expand the ability to sell wine and spirits by private retail businesses. This legislation proposes to create a Wine Enhanced Permit and a Spirits Enhanced Permit. These permits may be obtained by a Distributor licensee that is already in the business of selling malt or brewed beverages. Such permits will allow such a business to sell wine and/or spirits for consumption off their premises. Act 39 of 2016 was a vital step in reforming our out-of-date liquor system by making several reforms to make the purchasing of wine and spirits more consumer friendly. I believe that we must continue to strive for further reforms. The issuance of these permits to Distributor licensees will provide one-stop shopping for Pennsylvania consumers by providing a single location to purchase beer, wine, and spirits. This bill is similar to legislation passed by the House 103-91 during the last legislative session, House Bill 1033. |
