Subject: Tax Credit to Volunteers of Fire Companies, Emergency Medical Services Agencies, or Hazardous Materials Response Teams (Former HB 535)
 
In the near future, I plan to reintroduce former House Bill 535 from the 2013-2014 legislative session. If you recall, this legislation will authorize municipalities to enact a tax credit against the earned income and property tax liability of active volunteers of a volunteer fire company, emergency medical services agency, or hazardous materials response team.

The dedication and commitment of the thousands of volunteers that protect the residents of this Commonwealth is vital in helping to keep our communities safe. In order to display our gratitude to these volunteers and encourage others to volunteer their time, my legislation grants municipalities the authority to offer active volunteers a tax credit of up to 20% of his or her tax liability.

Under my plan, the Pennsylvania State Fire Commissioner will be required to consider the following activities as eligible credit for active volunteers:
  • The number of emergency calls to which a volunteer responds;
  • The level of training and participation in formal training and drills;
  • The total amount of time expended on administrative and support services; and
  • The involvement in other events or projects that aid the financial viability, emergency response, or operational readiness of an organization.
