Subject: | One-Year Moratorium on Privatizing the PA Lottery |
In the near future, I will be introducing a resolution calling for a one-year moratorium on privatizing management of the Pennsylvania Lottery so that hearings can be held and the administration can demonstrate lottery-funded programs would not be harmed. Pennsylvania has arguably the best-run lottery system in the nation, and it has consistently increased sales and profits that provide critical funding to programs that benefit our seniors. Governor Corbett has announced he could award management of the lottery system to a private firm in the United Kingdom as early as January. There are too many questions about this proposal and there has not been enough opportunity to examine its potential impact on seniors. Before the governor outsources the Pennsylvania Lottery to a foreign country, the General Assembly must be given the opportunity to hold public hearings so that seniors and consumers can weigh in on how this proposal will affect them. My resolution would call for a moratorium on finalizing any private management agreement until January 1, 2014. |
