Subject: | Waste Disposal Fee to Establish the Intellectual Disabilities and Autism Waiting List Account |
In the near future, I plan to introduce legislation that will amend Title 27 Environmental Resources, Chapter 63 – Disposal Fee to establish an additional disposal fee on municipal waste landfills and establish the Intellectual Disabilities and Autism Waiting List Account in the State Treasury. This legislation will provide for an additional disposal fee of $3.00 for all solid waste disposed of at the municipal waste landfill. This fee is to be deposited into the Intellectual Disabilities and Autism Waiting List Account. In addition, this legislation provides for the Intellectual Disabilities and Autism Waiting List Account to be used to fund services for individuals on the waiting list. Currently, there are 13,921 individuals with intellectual disabilities who are waiting for home and community based services. Of this number, 5,987 are in the critical category and another 4,213 are in the emergency category. In 2013, 55,000 Pennsylvanians were identified as living with autism. Many of the individuals in both groups are young adults aging out of children’s services. In addition, many others are older adults with disabilities being cared for by an elderly parent. Every year, in this difficult economic environment, Pennsylvania struggles to come up with funding in the budget to provide services for these vulnerable individuals. This legislation will create a funding source that is not dependent on tax dollars for support. Attached is a copy of the legislation for your review and consideration. |
