Subject: PASSHE_Tuition Rates for out-of-state students
 
In the near future, I will be introducing legislation that will allow individual institutions within the State System of Higher Education to set tuition levels for non-Pennsylvania students at the same level as tuition for Pennsylvania resident students.

Under current law, the Board of Governors of the State System has the power and duty to set tuition levels for all State System students, and is required to charge higher tuition levels for non-Pennsylvania residents. This tuition policy may deter out-of-state students, particularly those living in communities that border Pennsylvania, from attending State System schools.

My legislation will give the Council of Trustees of each State System institution the authority to set tuition levels for nonresident students, provided that the tuition level is at least equal to the tuition level for Pennsylvania residents. My bill will allow the Council of Trustees to make this determination without Board of Governors approval.

Additionally, my proposal will prohibit the institution from imposing any fee on nonresident students that is not also imposed on resident students. By giving each State System institution the ability to set nonresident tuition at competitive levels, my bill will allow State System institutions to compete for nonresident students.
