In the near future, I plan to re-introduce legislation that will remove Philadelphia Gas Works (PGW) power to impose municipal liens on residential property for unpaid gas bills. While this authority can doubtless be as an effective method of enforcing payment from customers for service provided, too often PGW has abused its power. Frequently, the gas company allows residential accounts to remain delinquent until long after they might have attempted other collection methods or cut off service to the property. The sizeable debt which often results is often uncollectible – especially from residential tenant customers. When the customer fails or refuses to pay the bill, the gas company places a lien on the property of the landlord who, as a general matter, was not on the account and who often was unaware of the delinquency.
