Subject: CSM: Advertising of legal notices on PennPIN and job openings on PennMOP
 
In the near future, I will be introducing legislation to require the Office of Open Records within the Department of Community and Economic Development to develop, implement and maintain searchable databases linked to a searchable, public internet website. The databases are the PA Public Information Notice (PennPIN) and the PA Municipal Open Position (PennMOP). Local government units will be required to post all defined legal notices in the PennPIN database and to post all job openings within the local government unit in the PennMOP database. Local government units, as defined in the act, include municipalities, municipal authorities, school districts, zoning hearing boards or similar boards, and councils of government or similar intergovernmental cooperative entities.

While initial funding will be provided by the Commonwealth to establish the databases and the website, subscription fees will paid by local government units, professionals, and newspapers of general circulation with the intent to have the fees sustaining the costs of maintaining and operating the databases and website. Members of the public will be able to search the databases at no cost.

Newspapers of general circulation, as a condition of doing business in the Commonwealth, will be required to publish at no charge, notice of meetings of the governing body of the local government unit or its committees if the local government unit is located within the local distribution area of the newspaper.

By removing the requirement that local government units must publish and pay for legal notices in a newspaper of general circulation, we can ultimately conserve the financial resources of local government units and ultimately taxpayers.
