Subject: | Clarifying Article II, Section 17 (e) of the Pennsylvania Constitution |
There are differing interpretations of the Pennsylvania Constitution provision in Article II, Section 17 (e) that a redistricting plan shall have the “force of law” upon being approved by the Supreme Court. I am therefore introducing implementing legislation which would clarify that state funds used to serve constituents shall be predominately used to serve constituents defined as being in a legislator's district by the latest redistricting plan approved by the Pennsylvania Supreme Court. Adoption of this legislation would increase governmental accountability and would allow legislators to focus on those new constituents who have the power to return them to office or not return them to office.
