Subject: Heffley - Requiring identification of lawful presence as a prerequisite to public benefits.
 
In the near future I will be introducing legislation that requires identification of lawful presence in the United States as a prerequisite to the receipt of public benefits; prohibit issuance of access devices to certain persons; and provides for the offense of possession of access device by certain persons.
