Subject: Co-Sponsor: Amending Title 51 Military Affairs- Individual Un-Employability Veterans
 
In the coming weeks, I intend to introduce legislation amending Title 51 of the Pennsylvania Consolidated Statutes to provide for further clarity in terms of the duty of the board as it relates to their assessment and revision of taxes and create uniform and equitable standards for determining eligibility.

The proposed legislation seeks to address unequal treatment of IU (Individual Un-Employability) veterans. Whether an individual is considered an IU veteran is based on annual income. Starting in 2009, the commission started to adjust the annual income level qualifying for the presumption of need by an amount equal to the change in the Consumer Price Index.

Currently, the local board of assessment is charged with the interpretation of section 8902 with the exception of the determination of need which is the responsibility of the State Veterans Commission. Individual Un-Employability may be interpreted to fill the total requirement referenced in section 2 of the code; however, this decision is the responsibility of the county board of assessment. Unfortunately, this does not guarantee that veterans will be treated in the same way from county to county.

I find this issue to be of paramount importance. Our veterans provide a great service to our country and must be treated fairly and their treatment must be consistent.
