Subject: Exemption from Procurement Code and Civil Service Commission
 
This legislation will allow the PLCB hire employees outside of the Civil Service Commission. This will enable the PLCB to save approximately $1 million per year that it pays to the Civil Service Commission to administer examinations. In addition, it will enable the PLCB to remove insubordinate or underperforming employees with greater ease.

This legislation will also allow the PLCB to acquire goods and services outside of the Procurement Code. The PLCB has a significant need to goods and services, such as shopping bags, computers and software, information technology services, warehousing functions and advertising and marketing services, in order to carry out its statutory functions under the Liquor Code. Exempting the PLCB from the Procurement Code will enable them to acquire goods and services in a more expeditious fashion and at more competitive prices.
