Subject: State Aid Funding Formulas (Former HR 423)
 
I will be reintroducing a resolution which had been adopted in 2005 (HR 4), directing the Legislative Budget and Finance Committee to study existing State aid funding formulas.

State aid formulas are not adjusted for population of client growth on a regular or scheduled basis. Those Pennsylvania counties that have experienced the greatest increases in population growth have experienced dramatic reductions in per person and/or per client funding because State aid formulas are not adjusted to account for population and/or client growth, creating an inherent and increasingly unfair burden on certain Pennsylvania residents and taxpayers.

This resolution directs the Legislative Budget and Finance Committee to conduct a new study on all existing State aid funding formulas and their impact on the sixty-seven counties in the Commonwealth and to report its findings, conclusions, and recommendations to the House of Representatives within six months.
