Subject: Alternative Fuels and Energy Efficiency (Former HB 547)
 
I plan to reintroduce legislation that will require reductions in energy use and transportation fuels within state government operations.

My proposed legislation will:

  • Require the Commonwealth to reduce its overall use of petroleum-based heating and transportation-based fuels by 15% on or before December 31, 2017.
  • Require the Department of General Services (DGS) to establish an energy efficiency savings program for buildings managed by executive branch agencies to accomplish this goal.
  • Require the increasing use of hybrid or other alternatively fueled vehicles to be introduced into the state vehicle fleet.
  • Require the increased use of alternative fuels and bio-based lubricants within the Commonwealth vehicle fleet. This would include increasing the use of biodiesel fuel.

I believe it is important to reduce our dependence upon foreign sources of oil not only as solid economic development policy, but also, as a matter of sound homeland security policy as well. One way to accomplish this is to increase the amount of alternative fuels we use. State government as a large energy user can be an example of how to increase the use of various types of alternative energy sources and save significant energy costs in the process.
