Subject: Expedited Permits - Former HB 2576
 
In the near future, I plan to re-introduce former HB 2576, legislation that will enable applicants for state highway occupancy permits to pay a fee for an expedited review of those permits by the Pennsylvania Department of Transportation.

Under my legislation, if the applicant requests an expedited review and pays the corresponding “reasonable fee,” the amount of which will be set at the discretion of the Secretary of Transportation, the permit in question shall be reviewed and either approved or disapproved within 60 days of filing it with PennDOT. If no action is taken within 60 days of filing, the permit in question shall be deemed approved.

Extended lag time involving the issuance of highway occupancy permits by PennDOT is delaying needed road construction. My legislation intends to provide for increased efficiency in the review and approval of those permits for those applicants willing to pay the premium for an expedited review process.

Transportation must be a priority in Pennsylvania and I believe that this measure will help deliver better, safer roads.
