House of Representatives
Session of 2013 - 2014 Regular Session

MEMORANDUM

Posted: December 20, 2012 04:40 PM
From: Representative Will Tallman
To: All House members
Subject: Arms Trade Treaty -- Prior HR814

TO: All House Members
FROM: Rep. Will Tallman
DATE: December 20, 2012
SUBJECT: Arms Trade Treaty – Prior HR 814

In the near future, I will be reintroducing a Resolution (former HR 814) regarding the Arms Trade Treaty being drafted by the United Nations.

After the election results of November 6, 2012, President Obama has indicated a renewed effort to implement and ratify the UN Arms Trade Treaty. News reports indicate that the scope of the treaty may involve civilian arms and munitions. Reports are that it will violate the 2nd Amendment to the US Constitution and Article I, Section 21 of the Pennsylvania Constitution. Consequently, the resolution urges U.S. Senator Robert Casey and U.S. Senator Patrick Toomey to vote against the Arms Trade Treaty if the document includes provisions restricting the rights of gun owners in contravention of the Second Amendment to the U.S. Constitution. We need to nip this in the bud and, therefore, I feel this needs to be voted on this session. Please join me in co-sponsoring this resolution.
