An Act amending the act of October 11, 1984 (P. L. 906, No. 179), known as the "Community Development Block Grant Entitlement Program for Nonurban Counties and Certain Other Municipalities," further defining "county's net population," "eligible city, borough, incorporated town and township," "eligible entitlement entity" and "local public agency"; providing for block grant qualifying criteria and for the establishment of the Community Development Block Grant Advisory Committee; and further providing for fund allocations, for minimum grants, for additional grants, for use of funds and for regulations.
