Brief Description
Clarifies that unenrolled electors could vote for the party nominations for candidates for public officebut could not vote to elect candidates for party offices. Authorizes unenrolled electors to vote in a primary using an absentee ballot or mail-in ballot. Requires the enrolled elector's certificate be on a form prescribed by the Secretary of the Commonwealth. Changes or repeals penalties in the Election Code to reflect the policy change authorized by the bill
