Brief Description
This amendment simplifies the language of the bill to encompass properties that are vacant and blighted. The amendment also simplifies the fee structure, eliminating the annual assessment in favor of a sliding fee. Further, the amendment clarifies how to determine whether a property is vacant and blighted and it provides a provision for communities with existing programs to continue operating said programs. Government exemptions were also clarified and an appeal process for owners who believe their property was wrongly deemed vacant and blighted was added.
