Brief Description Proposes to amend the Constitution to establish a legislative and congressional reapportionment commission, which would be comprised of 6 legislators- 1 elected by each of the 4 caucuses in the General Assembly, and 1 elected by the full membership of each the House and the Senate. The vote of 5 commissioners would be required to adopt a map. Further, the amended 563 expands and clarifies the criteria on which the legality of maps will be considered to prioritize local considerations and to restrict the use of partisan concerns.
