Act 47 provides procedures and options to assist financially distressed municipalities and to help them return to fiscal stability. This legislation developed through discussions among memebers of local Government Commission serving on the Act 47 Task Force and their staff and in consideration of the work by the Act 47 Task Force subcommittees. The Task Force spent the first several months of 2013 meeting in special committees, and several times as a whole, to reach consensus on this legislation which is now before the House and which has a Senate counterpart. The bill takes a proactive approach to helping municipalities in distress. One of the key provisions is codification of the Early Interventions Program.
