Requires DEP to review and reevaluate the State implementation plan for alternatives to our RVP requirements that will ensure compliance with the Clean Air Act, host stakeholder meeting, provide updates, and requires the Governor to submit a request to the Environmental Protection Agency to waive the RVP requirements under certain condition.
