An Act to promote the welfare of the people of this Commonwealth by rendering financial assistance to distressed areas, urban areas and enterprise zones engaged in promoting the development and expansion of business, industry and commerce; establishing the Targeted Urban Redevelopment Loan Assistance Program; creating the Targeted Urban Redevelopment Loan Assistance Fund; conferring powers and duties on the Department of Commerce; and making an appropriation.
