Short Title:
An Act providing for the imposition of a supplemental sales and use tax and supplemental personal income tax by the Commonwealth through a Statewide public referendum and for the imposition of an earned income and net profits tax through local public referenda as a means to fund from both the Commonwealth and local government sources a reduction in real property taxes across this Commonwealth; establishing the Property Tax Reduction Senior Citizen Assistance Fund; imposing powers and duties on the Department of Education and the Secretary of the Commonwealth; providing for public referendum requirements for increasing certain taxes; and repealing the Homeowner Tax Relief Act.
