An Act prohibiting landfilling of whole waste tires; providing for nuisance abatement; providing for a study by the Pennsylvania Energy Office; providing for registration by persons who store or collect waste tires; encouraging use of recycled tires and tire-derived products; providing for responsibilities of tire retailers and wholesalers and vehicles dealers; establishing a waste tire management fund; providing for waste tire grants; imposing additional powers and duties on the Department of Environmental Resources; and imposing penalties.
