Subject: Ensuring Access to Post-Acute Neuro-Rehabilitation
 
There are approximately 138,600 Pennsylvanians who sustain a traumatic brain injury each year, with 18,788 of those cases requiring hospitalization. The long-term effects of these injuries can vary, with many cases resulting in a life-altering disability. Early and consistent treatment is thus vital to ensuring a good outcome.
 
It’s critical that these injuries be addressed as early as possible. Insurance coverage of treatment can ensure that patients receive appropriate care. We are therefore introducing legislation that will require commercial health insurers to include post-acute neurorehabilitation as a benefit in their policies.
 
By requiring this coverage, the Commonwealth can substantially reduce long-term care obligations and improve outcomes for individuals with acquired brain injury. A recent Brandeis University study shows that the Commonwealth could save an average of $1.5 million per person on long-term services and support if appropriate access to services is provided when needed.
 
This legislation will help close the gap in coverage between the public and private sectors in coverage for neurorehabilitation services.
