MEMORANDUM

Posted: December 8, 2023 01:51 PM
From: Senator Greg Rothman and Sen. Elder A. Vogel, Jr.
To: All Senate members
Subject: Hunting for Crop Damage Solutions: Legislative Package

Agriculture is one of Pennsylvania’s largest and most important industries. The products grown and raised by farmers feed our communities and provide valuable exports to other states and countries.

A recent hearing shed light on increasing crop damage by wildlife and the negative impact that damage has on Pennsylvania farmers. Fortunately, Pennsylvania farmers and hunters can both be part of the solution.

To that end, we intend to introduce a package of bills that removes barriers for both farmers and hunters, allowing them to work together with greater freedom and increased hunting access.

We ask that you join us in cosponsoring this legislative package to aide farmers in addressing crop damage, while increasing hunting opportunities for sportsmen.

Document #1

Introduced as SB1086

Description: Description: This bill will eliminate unnecessary government red tape by allowing farmers to send game to an independent processor following harvesting for the purposes of crop damage mitigation. Currently, farmers are required to wait for Game Commission action before doing so. This legislation allows farmers to act immediately. Disposition will still occur through the Pennsylvania Game Commission.

Document #2

Introduced as SB1088

Description: Description: This bill will create a system by which licensed hunters can be easily connected with farmers who seek individuals to hunt their land for the purpose of crop damage mitigation. Through an online Agriculture Access List, farmers can connect with sportsmen, providing the farmers with a crop damage solution and hunters with private land access.

Document #3

Introduced as SB1089

Description: Description: This bill will add a tenth seat to the Pennsylvania Game Commission Board. This seat will be filled by an at-large member who is selected for their knowledge and experience within the agricultural community and the habitats within.

Document #4

Introduced as SB1087

Description: Description: This bill will increase trespass while hunting penalties to further deter individuals from entering another's private property during hunting seasons.
