Session of 2023 - 2024 Regular Session

MEMORANDUM

Posted: September 19, 2023 04:00 PM
From: Senator Jimmy Dillon and Sen. John I. Kane
To: All Senate members
Subject: Responsible Artificial Intelligence Use Package - Task Force and AI Content Disclosure

In the near future, Sen. Kane and I will be introducing a package of companion bills introduced in the PA House of Representatives by Reps. Chris Pielli and Bob Merski related to Artificial Intelligence (AI).  We ask for your consideration to cosponsor these bills as we attempt to promote the responsible use of AI and the creation of important consumer protection measures.

Document #1

Description: Our first bill creates a Task Force to study the need to create a Commonwealth agency to monitor and license AI products for use in Pennsylvanian. By licensing AI products used in Pennsylvanian, consumers will be protected from fraud and misuse, and enforcement agencies and consumers will be able to identify people or companies that are responsible for misusing or committing fraud with AI products and technology.

Document #2

Description: Our second bill is companion legislation to HB 1598 and requires a disclosure on all AI generated content. The disclosure of AI generated content will give people reading, hearing, or viewing this content the information they need to avoid being misled and to make informed decisions.
