MEMORANDUM

Posted: August 28, 2023 04:22 PM
From: Senator Jimmy Dillon
To: All Senate members
Subject: U.S. Army Ranger SPC Devin J. Kuhn Memorial Highway

SPC Devin James Kuhn, a fellow Philadelphian from my district, left an indelible mark on our hearts with his selfless sacrifice. A proud graduate of Archbishop Ryan High School in 2013, Devin embarked on an extraordinary journey when he enlisted in the Army in 2015. He faced and overcame the challenges of Army Ranger School at Fort Benning, Georgia, a testament to his fortitude and commitment to service.

SPC Kuhn became an integral part of Alpha Company, 2nd Battalion, 75th Ranger Regiment, stationed at Joint Base Lewis-McChord, Washington. His bravery was tested as an automatic rifleman during Operation Freedom’s Sentinel in Afghanistan in 2015. His accolades, including the Combat Infantryman’s Badge, National Defense Service Ribbon, Army Service Ribbon, Expert Infantryman’s Badge, Parachutist Badge, and Ranger Tab, speak to his unwavering dedication to his country and his fellow soldiers.  Posthumously he was awarded the Army Commendation Medal with Oak Leaf Cluster and the Army Good Conduct Medal
Devin's devotion extended beyond the battlefield. He embraced the rigors of mountain warfare and the intensity of live fire training during home station events. His participation in numerous special operations raids against terrorist organizations exemplified the core values of duty and honor.

In a tragic turn of events in January 2018, SPC Kuhn's journey was cut short during a training exercise.  His courageous spirit lives on, a hometown hero whose legacy resonates through our streets, forever reminding us of the sacrifices made to safeguard our nation.

To honor SPC Kuhn's memory, I am introducing legislation to designate a portion of State Route 1013 (Academy Road) as the "U.S. Army Ranger SPC Devin J. Kuhn Memorial Highway." This stretch of road passes by the High School SPC Kuhn attended and is close to the Kuhn family home.

I invite and sincerely hope that you will join me in co-sponsoring this legislation, a meaningful tribute to SPC Devin James Kuhn and all those who have given their lives in service to our nation.
