MEMORANDUM

Posted: June 2, 2023 02:11 PM
From: Senator Steven J. Santarsiero
To: All Senate members
Subject: Legislative Youth Advisory Council

In the near future, I plan to introduce legislation that would establish a Legislative Youth Advisory Council, which would recognize and harness the potential of our young citizens, serving as a platform for their meaningful participation in shaping the future of our Commonwealth.

Establishing a Legislative Youth Advisory Council would provide an avenue for young individuals to actively engage in the political process. By involving them in policymaking decisions, we empower them to contribute their unique perspectives, insights, and innovative ideas. This not only enriches the decision-making process but also instills a sense of ownership and responsibility in our youth towards their communities.

Specifically, the Legislative Youth Advisory Council would conduct seminars to examine issues of importance to youth, including but not limited to education, employment, strategies to increase youth participation in state and municipal government, safe environments for youth, substance abuse, emotional and physical health, foster care, poverty, homelessness, and youth access to services on a statewide and municipal basis. The council would consist of up to fifty members, one from each Senatorial district, ages fourteen to eighteen.

Lastly, the council would provide an annual report to the legislature by December 1st on its activities and proposed legislation that implements recommendations of the council, as well as advising the legislature on proposed and pending legislation, including state budget expenditures and policy matters relating to youth, as well as advising the standing committees of the legislature and study commissions, committees, and task forces regarding issues relating to youth.

By empowering our young citizens to participate in the political process, we not only strengthen our democracy but also ensure that our policies reflect the diversity and aspirations of all Pennsylvanians.

Please join me in co-sponsoring this legislation.
