Subject: Increasing Road Safety Through License Plate Visibility
 
In the future, I intend to introduce legislation to update Pennsylvania license plates for increased visibility and safety.
 
Currently, Pennsylvania license plates are made using glass beads to reflect light and make the car and plate visible. These plates, while visible at the start of their lifespan, fail to retain their reflectivity well and degrade in such a way that many current Pennsylvania license plates are damaged and dim. These plates make visibility more difficult for traffic and add an extra hurdle for law enforcement when attempting to keep our roadways safe.
 
Recently, 17 states have switched to a high-definition prismatic license plate and 4 other states are soon to follow. These prismatic plates begin with a luminance rating over double that of the traditional glass beads and maintain a brightness higher than that of a brand-new beaded plate. By updating license plates around the commonwealth, we will create safer roads and better conditions for all involved.
 
My legislation would implement a phase-in period for Pennsylvanians to update their license plates to ensure the transition is done in a timely, but reasonable, manner.
