Senate of Pennsylvania
Session of 2023 - 2024 Regular Session

MEMORANDUM

Posted: May 9, 2023 02:39 PM
From: Senator John I. Kane
To: All Senate members
Subject: Artificial Intelligence JSGC Taskforce

I will soon introduce a Senate resolution to create a Joint State Government Commission task force to study and address the recent developments of artificial intelligence. Following a surge in quality and quantity of artificial intelligence programs across the internet, concerns have risen on a variety of fronts including but not limited to: cybersecurity of our military and government, personal security, labor, healthcare, education, elections, and misinformation. We have already seen how programs such as these have impacted factory-workers and maunfacturing jobs.

Although artificial intelligence can be a great tool in some industries, we cannot deny the fact that it has implications across the board of putting hardworking Pennsylvanians out of jobs. We cannot expect many workers in many industries to be willing to let artificial intelligence upend their livelihoods. There needs to be balance in how artificial intelligence is implemented to ensure it is done ethically and with the best interests of Pennsylvania’s hardworking people.

And though AI may be a great tool, it also poses a great threat. Misinformation can easily be formulated using easily-accessible artificial intelligence program.  Whether it be an AI-generated voice clip of a politician or health expert spouting untrue information, or a fake memo written using a text-generating program, we cannot take the growing power of AI with a grain of salt.

I am asking for the full support of the Pennsylvania Senate to pass this Resolution to protect our workers, uphold our cybersecurity and move Pennsylvania forward.
