Subject: | Yearly Land Rent Increase Cap for Manufactured Homes |
I will soon introduce legislation to amend Section 4.1 of the Manufactured Home Community Rights Act 261 to allow for a cap on the amount of yearly land rent increases to be imposed upon residents of manufactured home communities throughout the Commonwealth of Pennsylvania. Manufactured homes are those which are built in a factory in two separate halves, and then assembled on site. These homes are unique in that residents own the homes, but not the land upon which it sits. These communities have become an essential source of affordable housing for seniors on fixed incomes, veterans, and people with disabilities. Because it is not affordable nor practical for residents to move their homes, residents are left with very few options. This creates a money-making opportunity for large companies who purchase the land these homes reside on. Housing is a basic right. Pennsylvanians, especially those in vulnerable positions, should not be taken advantage of with excessive rent increases. Creating a cap on yearly land rent increases will help ensure more equitable and affordable housing for all Pennsylvanians who reside in manufactured home communities.
