Subject: | Protecting Pennsylvania’s Small and Disadvantaged Businesses |
In the near future I will introduce legislation amending Title 62 (Procurement) to ensure only Pennsylvania’s small and disadvantaged businesses benefit from the Department of General Services’ Small Business Reserve (SBR) program, formally known as the Small Business Procurement Initiative. Recently it has come to my attention that several small business owners throughout the Commonwealth have been prevented from bidding on SBR procurements. Moreover, in some cases, an initiative that was started with the intention of assisting small and disadvantaged businesses in the Commonwealth has led to contracts being awarded to out of state businesses. This legislation will remedy the concern by amending the definition of small business in Chapter 21 of Title 62 to better align it with guidelines established by the U.S. Small Business Administration and to ensure only those small and disadvantaged businesses organized within the boundaries of the Commonwealth may compete for SBR procurements.
