Senate of Pennsylvania
Session of 2021 - 2022 Regular Session

MEMORANDUM

Posted: June 22, 2022 05:14 PM
From: Senator Katie J. Muth and Sen. Lindsey M. Williams
To: All Senate members
Subject: Pennsylvania Small Business and Consumer Protection Act

In the near future, we will be introducing legislation similar to House Bill 2677 introduced by Rep. Sara Innamorato and Rep. Nick Pisciottano.

We are living through some of the hardest economic circumstances in recent American history.
The economy only benefits the rich and powerful. The wealth created by American workers has been gobbled up by a small few - and the middle class has been hollowed out because of it. Wealth disparity translates into power disparity. Companies with concentrated market power exploit small businesses, workers, and consumers to pad their bottom line.

For decades, large companies have purchased smaller businesses, creating concentrated power in particular sectors of our economy - such as utility and energy, internet and phone, and health care and insurance. These corporate monopolies use their dominant market share to harm consumers through price gouging, collusion, and other predatory tactics that harm small businesses and their workers.

Our legislation would create the Pennsylvania Small Business and Consumer Protection Act to protect consumers and local business owners by prohibiting anti-competitive behavior and keeping markets open and fair. A fair economy is a healthy economy – and small businesses are its backbone. When small businesses thrive, consumers pay lower prices and workers earn better wages.

Please join us in supporting this legislation that drives a fair, competitive, and innovative economy by providing new protections for consumers, workers, and small businesses throughout Pennsylvania.

Introduced as SB1344
