Senate of Pennsylvania
Session of 2021 - 2022 Regular Session

MEMORANDUM

Posted: April 29, 2022 04:01 PM
From: Senator Elder A. Vogel, Jr.
To: All Senate members
Subject: Updating the Very Small Meat Processing Grant Program

In the near future I will be introducing legislation to update the Very Small Meat Processing Grant Program.

The Very Small Meat Processor Federal Inspection Reimbursement Grant Program was enacted as part of the 2019 Pennsylvania Farm Bill to provide funding for the start-up costs associated with meeting federal inspection and certification guidelines for very small meat processors.  This designation includes entities with sales of less than $2.5 million and less than ten employees, either in existence or that plan to meet such criteria once established.  Unfortunately, only one round of grants has been awarded and the program is currently stagnant.

My legislation will make the necessary updates to the program so it can move forward as it was intended, to assist this important industry.  These changes include expanding the reimbursement grant eligibility beyond federal certification and clarifies the corresponding costs and documentation necessary.  In addition, the legislation will rename the program the “Very Small Meat and Poultry Processor Reimbursement Grant Program” to more accurately reflect eligibility.

Ultimately, the goal of this legislation and the grant program in general, is to increase meat and poultry processing capabilities in the Commonwealth.  Please join me in co-sponsoring this legislation.

Introduced as SB1236
