Subject: | Forfeiture and disposal of all-terrain vehicles and dirt bikes operated illegally on public roadways in third class cities and boroughs |
I intend to introduce legislation by the end of this week to provide for the forfeiture and disposal of dirt bikes and all-terrain vehicles operated on roadways in third class cities and boroughs in violation of 75 Pa.C.S. §7721. The operation of dirt bikes and ATVs on public roadways, especially in urban areas, often by a group of riders at the same time engaging in speeding and reckless driving, poses a danger to motorists and pedestrians and a threat to public safety. The current penalty for a violation of 75 Pa.C.S. §7721 is only a summary offense, which is not a sufficient deterrent to keep these recreational vehicles off public roadways. New Jersey recently passed a similar law, SB 4080, which became law on January 10, 2022. |
